Canada: Recent and upcoming changes in EPR fees

Recycle BC, Stewardship Ontario and MMSW (Saskatchewan) - all members of the Canadian Stewardship Services Alliance - recently uploaded their 2019 packaging EPR fees. Almost all fees are raising, with many categories experiencing significant changes.

 

British Columbia

 

  • Recycle BC 2019 fees have all increased significantly (especially for metals), mainly due to China’s National Sword policy, the onboarding of waitlisted communities and no rate changes seen in 2018.

Ontario

 

  • Stewardship Ontario 2018 fees rose an average of 2.5% from 2017, with rates decreasing for 7/23 material categories.

  •  

  • In 2019, fees rose an average of 6.5% from 2018, with rates decreasing for 3/23 material categories.

Saskatchewan

 

  • 2019 fees have increase significantly due to a new payment model being approved in June 2018, which added $4.5 million to the budget; will likely increase again in 2021.

  •  

    • All material categories have increased besides aluminum, which dropped by 21%.

    •  

    • Notably, fees have risen for steel packaging by 88% and plastic laminates by 97%.
